If your Charter Organization is uncertain about their commitment to re-charter your Scouting unit, DO NOT BEGIN THE RECHARTER PROCESS. Send us an email at [email protected] to let us know your charter is going to be delayed.
All Units in The Spirit of Adventure Council should complete their recharter by November 30, 2022. Charters are processed in the order they are received, so the earlier you submit, the earlier it will be processed.
The following items should be submitted to [email protected]
- The final renewal roster (Key 3 receive an email from [email protected] with a link after the charter is approved. In the middle of the email is a blue box with the wording "Open Agreement")
- Annual Charter Agreement
- Journey to Excellence form
Key Steps for Annual Recharter
- New applications (youth and adult) should be submitted in advance (online or paper). Doing this will reduce the amount of data entry when rechartering.
- Make sure all registered leader’s Youth Protection Training status is current through March 2023.
- Log onto Recharter System (see log in instructions below). Complete all steps.
- You will be prompted to upload any corresponding paperwork (including Youth Protection Cert, Background Check form, CORI form, and copy of ID for adults) for any additions being made to the charter.
- **DO NOT PAY FOR THE CHARTER ONLINE** – select “Pay at Council” We will email an invoice after the charter is submitted and reviewed.
- Anything that has not been uploaded should be dropped off at the Woburn office or emailed to [email protected]
- After you click “Pay and Post Renewal,” an “Adobe Sign” email from [email protected] will be sent to the Key 3 (Cubmaster/Scoutmaster/Advisor, Committee Chair, and Charter Representative) for final approval and submission of the charter. Only one individual must sign it.

Use your Scoutbook or My.Scouting credentials to Log-in. These are the same credentials you would use to take the Youth Protection Training. If you don’t remember your credentials DO NOT CREATE A NEW ACCOUNT. You can use the Recover Username or Password options or contact the Woburn office.
You should select refresh first each time you log in after the initial login.

Charter Payments

We will send an invoice to the unit key 3 once the charter is submitted and reviewed.

How to Add/Remove a Key-3 Delegate
There are 2 important things to know before a Key 3 delegates their responsibilities in My.Scouting.Org.
- Only a person who is currently registered in the unit can be a delegate.
- Each Key 3 person can delegate to 1 person.
This must be done by October 15th if the individual is going to work on the renewal. If you are a Key 3, you should NOT be a delegate. Delegate is for people who are not the Key 3.
How to Add Key 3 Delegate:
- Log into My.Scouting.Org
- Click Menu at the top left
- Click on the correct unit
- Click on Organization Manager
- On the left hand column, click on Position Manager
- At the top, click on Functional Roles
- In the top row, in the middle is Key 3 Delegate
- Click on Add
- in the box, click on the small down arrow
- Scroll down to the name you want, Click on it
- click "Ok"
It will take 24 hrs for that person to have the additional options.
To remove someone:
- Go thru the same steps to get to "Functional Roles"
- Click the minus sign to the right of their name
- Again, this takes 24 hrs to update.

- During recharter season, new members will need to submit paper applications and pay the pro-rated fees. All signatures must be the original “wet” or digitally verified signatures.

- Leaders that are not Youth Protection trained, will not be included on the charter. If one of those untrained leaders is one of the mandatory leadership positions, the charters cannot be processed
